"In my youth I worked with the European Coal and Steel Community and remember the genesis of this first European institution. Jean Monnet started from the belief that Europe would not be given a coup, but step by step.
 
 
 Wanting to start by creating a "de facto solidarity", it was thought that the Coal and Steel Community, which had been used to make war, could be a symbol of peaceful reconstruction and serve as a basis for both the Franco-German reconciliation that 'to the unity of Europe. He persuaded Robert Schuman, french then Minister of Foreign Affairs, launched the idea and made sure it would be well received by Konrad Adenauer, the German Chancellor, and strongly supported by the American Administration.
 
 
 
 The Europe of today bears no resemblance to that which Monnet dreamed but the ECSC has nevertheless served as a base for a European awareness. Now, the threats are aimed humanity as a whole and that is to bring global consciousness. Hence the question: is there an area that would help crystallize a "de facto solidarity" at the global level, an area where the urgency and seriousness of problems justify the sharing of certain powers and some resources?

After much consultation and a lot of thought, I came to the conclusion that the creation of a Community World Water Council (WWC) would be the most promising initiatives possible. Men, after all, can live without oil, they can not live without water. Wars can break out for control of resources. People can migrate to escape drought. Lack of sanitation may cause epidemics. Emotionnellement is intolerable. Rationally, the need for action crave eyes. In addition, the problem of water is at the heart of the global agenda. The forum which brought together recently in Mexico nearly 5,000 representatives of States, international institutions, experts and professionals was amply demonstrated: war and peace, agriculture and cities, health and development, but does not depend on water but water affects everything.



The way to go before a CME operates is so perilous, to address the problems are so complex and so many stakeholders, that the initiative can be launched within the framework of the Club of modest Vigilants. We can only reflect on the process that should be connectors. Specifically, it concentrated on:
Find these people who are best suited to take the initiative and seek ways to convince them;
Establish a list of countries that agree to be placed on the starting line and negotiate a possible treaty;
Identify the points in that any future treaty should be regarded as paramount.

A preliminary thinking is under way on these three points. Those who wish to contribute to the feasibility study would be welcome. "
